Pondichery - the new Mecca of Information Technology?  Yes, I knew that the first line would make you crack a smile. Although, at the same time, how many of you believed in Bangalore thirty years ago? And on top of all – it’s not me who has said it but the very serious “The Hindu” in its November 13th (2008) edition! It’s not front page, but in the “local” section on page 2 and it raves about Pondichery being the health, economic, agricultural and IT capital.

Just as, I assume, “The Hindu” issue sold in Coimbatore presents Coimbatore as being the capital of textiles, horned bulls and Indian industry! Nonetheless, one cannot not react to the title “Puducherry can be made IT destination”.  In January, the Territorial Union of Pondichery will invite the executive officers of both Indian and foreign enterprises to come and discover its region and its potential. The principal IT association NASSCOM, National Association of Software and Service Companies, will organise the event. It will of course cover the question of BPO (Business Process Outsourcing – meaning how to make Indians work – at low cost – to do your billing, do your bookkeeping, scan your data … Read Friedman and discover lots of other examples of what one can have done elsewhere!) Again the question of bringing new technologies to rural areas will also be addressed. I assure you that I am not over focussing on the above but BPO in rural areas is the talk of the town. The IFMR Trust (which I’ve previously talked about) is currently examining “low level” outsourcing for rural populations. The French contingent will of course be in an honoured position: the French are quite present here in Pondichery and it could become a privileged place for BPO “à la française”. A delegation should soon be leaving for a “road show” in France and in Singapore, according to M. Shahjahan, minister of Pondichery public works, who is in charge of this BPO issue. Financial incentives will of course be proposed (25% granted for a maximum total investment of 1 crore …. That’s 10 million roupies or 150000 euros). Above and over that, the attractive seaside route that goes north and reaches the IT zone of Chennai, could be baptised the “IT corridor”.  Dear friends, there’s a lot more to do here in Pondichery than just going to the beach or out for a coffee… Are you coming?

This post has been translated by Elizabeth Devlin, one of my former colleague in Scientipole Initiative, the only american-french woman to take care of international development of young and innovative enterprises !
